[Well, I was initially thinking that a more realistic system (I use the term realistic loosely) like C&C could be in order; for example, as opposed to just rolling dice repeatedly there would be other factors involved. For example by this point the Bretons and Romans are almost certainly tired of their fighting - the Romans have gotten the crap kicked out of them and the Bretons need to fight the Picts. It stands to reason they would arrange a peace. Or so I should think - I'm really no expert on this time period to be completely honest. A bonus system would be nice to take into account the chance factors involved but without a hard set of rules that would really complicate things it would seem a bit arbitrary and heavy-handed at times.]

(So basically, what we're dealing with here is a no win situation wherein there is no perfect solution. For my part, until we have any more concrete ideas, I vote we continue on with this system, and those of us who prefer non-roll based RP-ing ought to just post more about the things that don't necessarily need rolls, such as leaders, and cultural change.)

[While there is indeed no perfect solution it seems like C&C does well enough on the DM's judgment...that sounds pigheaded when I say it like that, methinks. But anyway, what I was basically saying is that it makes sense for nations to do more than a Risk-esque roll-the-dice battle, without even additional troops as one can get in Risk. The other extreme of the die-rolling phenomenon is to have an entire unwieldy and complex system worked out...not exactly desirable either, given the laid-back nature of the forum as a whole.]

The Bretons point out that they beat the crap out of the Romans for most of the war - looking at the territorial boundaries as they stand now, they could simply take the minor inconvenience the Picts present as an aside and crush the remnant Romans before turning their full weight on the Picts.

The Arabs offer the Persians peace, provided they get modern day Iraq (or in this case Mesopotamia), considering that the Persians have received quite a beating and the Byzantines are also at war with them.
