(Yes, Julius Nepos is one of the two Western Roman Rulers. No, I mean you could counter attack. After all, he did attack you first (failed doing so), so it's a fairly justifiable reason to go to war. As for resources, besides coal and trees, you have some horses at your disposal.)

Meanwhile, the Eastern Roman Empire- now known as the Byzantine Empire- has just declared war on Persia, crossing the border.

The Byzantines grab a huge chunk of land from the Persians, with minimal loss too. The territory they conquered is half-way to spliting Persia into two.

The Northern Western Romans repel the Bretons and give them chase and begin invading their land. (d20 #1)

Meanwhile, Persia abandons efforts to conquer the Arabs and rallies to retake their land. (d20 #2)

The Western Romans cannot spare the manpower to conquer the Bretons and retreat with heavy losses on both sides- more for the Romans, though.

The Persian effort is in vain, for they lose most of the army sent to reconquer the land taken from them, inflicting only minimum casualties on the Byzantines.
