(The Bretons could launch a counter attack against Julius Nepos, or they could begin industrializing. If you want to begin industrializing, you may want to do research on what resources they have.)

[Julius Nepos is the Western Roman ruler, correct? By counterattack do you mean that he is invading the Breton lands or that he stole some of them? What resources do they have, apart from timber and coal (the latter of which is not yet very useful)?]

(Yes, Julius Nepos is one of the two Western Roman Rulers. No, I mean you could counter attack. After all, he did attack you first (failed doing so), so it's a fairly justifiable reason to go to war. As for resources, besides coal and trees, you have some horses at your disposal.)

They defeat the Persians and claims some more territory, although it was at a heavy cost.

The Byzantines grab a huge chunk of land from the Persians, with minimal loss too. The territory they conquered is half-way to spliting Persia into two.

(Actually, I was wrong about the ruler who attacked you. Turns out Nepos isn't the Western Roman Ruler who attacked you- some guy named Syagirius did.)

The Western Romans cannot spare the manpower to conquer the Bretons and retreat with heavy losses on both sides- more for the Romans, though.
The Persian effort is in vain, for they lose most of the army sent to reconquer the land taken from them, inflicting only minimum casualties on the Byzantines.

With bloodying results (For the Bretons, anyway), the Western Romans send the Bretons packing back into their territory.
The Persians win a battle against the Byzantines- though they did so with bloodying results. About half of the land taken from them has been recaptured.
